Putilov has obtained Bachelor of Arts & Bachelor of Science degrees from Tyumen Industrial Institute. He graduated in 1974 graduated & majored in machinery and equipment of oil and gas fields.[1]

History

Putilov, after graduating from Tyumen Industrial Institute in 1974, started working as repairman. He then became the deputy head of a plant shop and later moved to take charge as a chief mechanic. He also was deputy director of Surgut drilling operations and headed Krasnoleninsk and Urai management of drilling operations.[1]
