Cedric E. Mills
Cedric Earl Mills (December 17, 1903 - July 3, 1992) was first bishop of the Episcopal Diocese of the Virgin Islands, serving from 1963 to 1972. He was born in Hartford, Connecticut, and died in San Pedro, California.
