Pavlo Moroz (born September 28, 1974 in Kiev, Ukraine) is the Deputy Minister of Justice of Ukraine.[1][2]

In 1997 Pavlo graduated from Taras Shevchenko National University of Kyiv (the Department of International Law, the Institute of International Relations). He worked in various reputable companies, including Deloitte and Ernst & Young.[3] In 2001 he became an Attorney at Law and obtained the respective certificate. In February 2016 he was appointed as Deputy Ministry of Justice (Ukraine) on state registration.[4] He is coordinating and supervising activities of the State Registration and Notaries Department.

Education

• Higher Education. In 1997 Pavlo graduated from the Taras Shevchenko National University of Kyiv (the Department of International Law, the Institute of International Relations);

• Since 2012 Pavlo has been learning tax law at the University of Alabama, USA (Master's program, distance learning).

Pavlo is fluent in Ukrainian, English and Russian.

Professional experience

While working at the international audit companies Deloitte, Ernst & Young,[7] Pavlo Moroz provided consulting services on corporate and tax law, mergers and acquisitions, support of transactions, investment planning and development of international tax structures to multinational corporations and Ukrainian companies.

Pavlo Moroz left Ernst & Young for public service.[8] The main goal is to combat corruption and improve business environment.

Reforms in the Ministry of Justice

On April 30, 2016 the reform of the state registration of business and real estate was accomplished. The Minister of Justice Pavlo Petrenko de-monopolized and decentralized the state registration of business and real estate.

Before the reform, the functions of business and real estate registration were performed by the Ministry's 529 regional offices. On May 1, 2016 these functions were transferred to more than 900 local municipal authorities. Currently, the sttae registration services are also provided by 6500 notaries and more than 100 certified municipal entities.[9]

As a result of the said function transfer, both lines for obtaining registration services and preconditions for incentive fees and injustice disappeared. Business and individuals obtain good quality administrative services, while local municipal authorities obtain registration fees.

"With the transfer of state registration functions, we have also transferred financing from Kiev to the local municipal authorities. Today, registration fees paid for state registrar's services are transferred back to the local community: in the form of kindergartens, schools, roads and other social benefits"- Pavlo Moroz stressed at the XII Ukrainian Municipal Forum.

Today the Ministry of Justice has supervising function only. These functions are implemented through the Committee on consideration of complaints in the field of state registration. For the time being The Committee on consideration of complaints in state registration prevented more than 150 illegal takeovers.

The next important reform of the Ministry of Justice is decentralization of system of registration of civil actions. This process has been initiated by Pavlo Moroz. The Ministry of Justice has already launched this reform and organized the respective working group. The first result is implementation of the pilot project for citizens. Currently it is possible to register a marriage within 24 hours.
