Rosemary Banks (born 1951) is a New Zealand diplomat, Permanent Representative of New Zealand to the OECD since September 2010.[1] She was also New Zealand's Ambassador to France from 2010 to 2014.[2] She was formerly New Zealand's Permanent Representative to the United Nations in New York from June 2005 to June 2009.[3] Previously she served as deputy high commissioner to the Solomon Islands (1985–87), and Australia (1992-95).[4]
Banks graduated with an MA in Russian from the University of Canterbury,[4] and received an MSc from the London School of Economics in the UK. She was awarded an honorary doctorate of literature from the University of Canterbury in April 2015.[5] She is married to Brian Lockstone.
